The start up of more small business could be guided by existing companies who need to outsource over great distances or purchase supplies on a daily basis from over 200 miles. For example a company increases in size to build more buses, they have small parts needing paint and are looking to ship out of state. Local economy would benefit from new business, Sending work over 50 miles would increase shipping costs tremendously.

Question: Would congress be wise to offer tax relief to parent company which would create a new small business to be purchased over time by the entrepreneur at a reduced price? Do not allow the parent business to buy back the company or go in competition against it.
